Course Description:

The presentation is focused on providing an in‐depth review of the FEMA Flood Insurance Rate Maps
(FIRMs) with specific details on the content of the maps, how to interpret the information and how to tie
to the corresponding Flood Insurance Study (FIS)‐ Transect Tables, Floodway Data Tables, Profiles, etc.
The webinar will also review in detail the various Special Flood Hazard (SFHA) designations – definitions,
applications with respect to design/construction and insurance, and specific regulatory aspects.
Distinctions will be defined between coastal floodplain designations and riverine/shallow ponding
designations. In addition, the presentation will review the newly regulated LiMWA boundary and how it
applies to new construction and substantial improvement projects.
This discussion will include a review of the FEMA Regulatory Floodway designation and what it means for
property owners, new projects, and Community Officials. The presentation will discuss No Rise
Certifications and the NFIP guidelines/requirements. There will be a brief discussion on how Floodway
Encroachments can be handled and different approaches to the No Rise Certification analysis.
With the framework of the FIRM content defined, the presentation will provide an overview of the Letter
of Map Change (LOMC) process and the different “types” of LOMCs. A description and example will be
provided for each type of LOMC: Letter of Map Amendment (LOMA), Letter of Map Revision Based on Fill
(LOMR‐F), Letter of Map Revision (LOMR), Conditional Letter of Map Revision (CLOMR), and As‐built
(Follow‐up) LOMR. As mentioned, examples of when certain LOMCs are appropriate and/or applicable
will be described. As part of the LOMR process overview, a discussion on the Community Officials’ role
will also be provided.
Lastly, the presentation will discuss options for flood risk mitigation for existing structures/properties.
These options include proper flood venting, breakaway walls, flood panels, elevating equipment servicing
the structure, and elevating structure.
The end of the presentation will provide a brief re‐cap and outline of “Things to Remember.”
